The Job

The Community Development and Housing Department is recruiting for an ECD Analyst II* who is responsible for performing a variety of complex activities associated with housing and community development programs, including administrative, analytical, planning, and coordinating duties. ECD Analysts are responsible for managing and monitoring a variety of revitalization projects, which utilize federal and state grants and funding. Revitalization projects include housing and community development, and are in various stages of development and use throughout the County, requiring consistent monitoring to ensure conformance with the applicable laws, policies, and regulations associated with the funding source.

1) Applicant must successfully pass a background check prior to appointment. 2) Travel throughout the County will be required.  A valid California Class C driver license is required at time of appointment.  Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.

Minimum Requirements

EDUCATION: Possession of a bachelor's degree in public or business administration, economic development, planning, finance, real estate, or other relevant field. (Degree must be from an accredited college or university recognized by the US Department of Education.)

--AND--

EXPERIENCE:
Two (2) years of professional experience in similar programs, performing a variety of complex administrative, analytical, and planning duties for Community Development Block Grant (CDBG) construction and public service projects, with duties that include coordinating and monitoring activities to ensure compliance with funding sources.  Experience should also include research, preparing and reviewing requests for proposals (RFP's), funding applications, budgetary analysis, and adherence to applicable regulations. Typical qualifying experience would include County or City multi-family housing development programs, or similar housing development programs, utilizing federal and state funding.
