The Purchasing Department is recruiting for Contract Specialists who perform complex activities to ensure supplier adherence to contracts, monitor reporting and performance metrics, investigate and resolve contractual issues, negotiate contact lead provisions, and develop contracts or amendments. Contract Specialists serve in an advisory role to County departments in the development of contracts and act as a liaison between suppliers, buyers, and departments. In addition, Contract Specialists provide input regarding polices and procedures.

    CONDITIONS OF EMPLOYMENT

Travel throughout the County may be required.  A valid California Class C driver license is required at time of appointment.  Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.

Minimum Requirements

Experience: Two (2) years of full-time experience primarily performing contract development, contract administration, or buying experience involving complex request for proposals (RFPs). (This experience must be clearly detailed in the Work Experience section of the Application.)

 ---AND---

Education: A completed bachelor's degree from an accredited institution in purchasing/supply management, business/public administration, finance, marketing, management, or a closely related field. (Be sure this information is indicated clearly on the Application. Note: liberal arts degree is not qualifying.)

Substitution: A Master's degree from an accredited institution in a qualifying field may substitute for one (1) year of the required experience.

Desired Qualifications

The ideal candidate will have experience in a government/public agency and the initiative and ability to work independently; to analyze alternative solutions and make recommendations; to project consequences of decisions and recommendations; to organize and administer contracts; to compose clear and concise reports and correspondence; and to establish and maintain effective relationships with department officials, company/vendor representatives, and staff members. Possession of a Certified Public Purchasing Buyer (CPPB) or Certified Professional in Supply Management (CPSM) and/or Master's degree is highly desired.
