The Research and Evaluation Section of the Department of Behavioral Health is recruiting for a DBH Health Systems Analyst III* to oversee the design of complex system-wide data, research, and evaluation projects, including the activities of subordinate Health Systems Analysts. The incumbent in this position supervises and maintains the technical aspects of data management, integration, and stewardship within the data warehouse and other data sources that provide the backbone for the system-wide data delivery projects.

CONDITIONS OF EMPLOYMENT

Background check: Applicants must pass a background investigation, which includes fingerprinting and credit check, prior to appointment.

Travel: Travel throughout the County may be required depending on assignment. Employees will be required to make provision for transportation (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.
 

Minimum Requirements

Education: Thirty (30) semester (45 quarter) units of completed college level coursework in business/public administration, hospital or healthcare administration, statistics, mathematics, population or public health, psychology, social sciences or a closely related field. A list of coursework is required unless you have a bachelor's degree in a qualifying field.
 
-AND-

Experience: Three (3) years of progressively responsible experience in a health or human services setting, ideally behavioral health, performing data collection, data cleaning and querying, data modeling, data analysis, and one (1) year managing data, research, and/or evaluation projects, while leading data, research, and/or evaluation staff.

Desired Qualifications

The ideal candidate will have hands-on experience solving technical issues, expert understanding of Excel and SAS software, advanced knowledge of business analysis tools and methodologies, strong ability to gather business requirements, and develop associate functional/technical specifications, ability to perform data validation, strong collaboration skills and ability to work effectively in a team environment, strong understanding of the full end-to-end business processes, solid project management and leadership skills, strong problem solving skills, as well as understanding state and federal healthcare reporting requirements.  A Bachelor's degree or higher in a qualifying field is also desirable.
