Snow Cross Rally 2018
PakWheels.com and Mountain Dew present Snow Cross Rally 2018 in collaboration with Pakistan Army at Lowari Tunnel, Upper Dir, KPK, Pakistan. Snow Cross Rally 2018 will take place on 26th February till 28th February, 2018.

Arrival time for all the rally participants at Upper Dir should not be later than Monday afternoon, February 26th, 2018 latest by 2 PM.

Full course Reece will be allowed as per the scheduled dates advised in Event schedule for the participating Drivers along with their co-drivers. The participants will do the Reece in their own vehicles on Tuesday 27th February, 2018.

About Lowari Tunnel:
In the northern areas of Pakistan at an altitude of around 3000 meter, the tunnel which connects to cities Dir and Chitral in Khyber-Pakhtunkhwa. Lowari Tunnel is a group of two partly completed road tunnels 12KM long, that traverse the Lowari Pass. This tunnel holds a unique place in the hearts of travelers due to its high altitude and cold regions.

RELEASE AND WAIVER OF LIABILITY
In consideration of being permitted to participate in the Motorsports event, I/We hereby release and forever discharge, PakWheels Motorsports., and its related/affiliated bodies, Officials, Organizers, Directors, Officers and Fellow Drivers, personally and as agents of the corporation, from any and all actions, causes of actions, liability, claims and demands upon or by reason of any damage, loss and/or suffering which may be sustained by me/us in connection with and in the course of participating in this event, regardless of any negligence on the part of anybody. I hereby waive all my/our rights to the claims, actions, causes of action, demands and/or suits for loss, injury, damage and/or suffering sustained in this event. I/We assume all the risks inherent and incidental to this type of activity. I/WE KNOW THE NATURE OF THE ACTIVITY AND UNDERSTAND THAT SUCH ACTIVITY IS VERY DANGEROUS; THAT PARTICIPATION INVOLVES RISK OF SERIOUS BODILY INJURY INCLUDING BUT NOT LIMITED TO PERMANENT DISABILITY AND DEATH ("RISKS"); THAT RISKS MAY BE A DIRECT AND/ OR INDIRECT RESULT OF CONDUCT AND/OR ACTIONS OF MYSELF, OTHERS AND/OR A DIRECT AND/OR INDIRECT RESULT OF THE CONDITION OF THE RALLY ROUTE OF THE EVENT AND/ OR THE RESULT OF THE NEGLIGENCE OF ORGANIZERS, OFFICIALS, FELLOW DRIVERS AND/OR THE RESULT OF SOMETHING UNFORESEEABLE. I hereby agree to hold PakWheels Motorsports, and its related/affiliated bodies, Organizers, Officials, Directors, Officers and Fellow Drivers, harmless from and against all claims, demands, actions, causes of actions and/or suits which may be brought and/or made on account of and/or by reason of any injury, damage and/or suffering inflicted regardless of negligence.

I/WE HAVE READ THE PROVISIONS CONTAINED HEREIN, INCLUDING THE RELEASE AND WAIVER OF LIABILITY,AND ASSUMPTION OF RISK, AND AGREE TO THE SAID PROVISIONS AND RELEASE AND WAIVER OF LIABILITY AND ASSUMPTION OF RISK IN CONSIDERATION OF MY BEING PERMITTED TO PARTICIPATE IN THIS MOTORSPORTS EVENT.
Rally Overview
The organizers reserve the right to bar/disqualify any participant and/or vehicle from the rally for violation rules or any other official instructions prior to or during the event. The organizers reserve the right to amend the rules at any time during the rally if they deem fit.

PakWheels Motor Sports Snow Cross Rally will consist of two stages with qualifying round for the drivers on Tuesday 27th February, 2018 prior to the Race Day, which will determine the starting sequence of the Rally drivers on the race day regardless of their category registration. Total length of the Rally route will be approximate 12-14 kms.

There will be several Check Points along the Rally Route. Every vehicle needs to pass through these Check Points and get their official timing card stamped by the CP marshal or as described in rally drivers meeting. All of these passage controls will be clearly marked on the route and the exact number and location will be disclosed at the Drivers’ Meeting prior to the Rally.

The registered Service Vehicles, if any, can also follow the Rally Route. However, the service vehicles will be allowed onto the Rally Route only after all competing vehicles have started on the section.

The organizers will strive to keep ordinary traffic off the Rally Route, but participants must be cautious of any other traffic on the Route.
* In Case  any participant has an issue ( during , before or after the rally) , problem , complaint or a suggestion. It should be communicated in a written manner addressed to Rally Director. (Who's decision cannot be challenged ). Please refrain from using abusive language with any member  /staff of rally management team  which could result in disqualification from the rally.  

Technical/Safety Inspection
All participating vehicles must pass technical/safety inspection on the following points prior to the Rally.

1. All loose items inside and outside the vehicle must be removed. Any item carried in the vehicle must be bolted or securely fastened.
2.         Snap-on hubcaps, detachable fender skirts, and trim rings must be removed.
3.     Wheels must be safely affixed. They shall not be reversed so that lughole taper does not mate with the chamber of the lugs. All studs and lug nuts must be present and functional.
4.         Tires must be in good condition, with no cord or belts showing or cracks in the tread or sidewall.
5.         Seatbelts must be properly installed with attached hardware secure and tight.
6.         Throttle return action shall be safe and positive.
7.         No fuel, oil, water, or brake fluid leaks should be observed when the engine is running.
8.         No cracks shall be permitted in cast or forged wheels.
9. Brakes must have an adequate pedal, sufficient fluid in the master cylinder and no apparent leaks under pressure and must operate on all wheels.
10.       Wheel bearings, shocks, steering and suspension shall be in good operating condition.
11.       All lights, horn and rear view mirror(s) & windshield wipers must be functional.
12.       Batteries shall be attached securely to the frame or chassis structure in such a way as to ensure that the battery will remain in place.
13.        Rollcage is preferable for all participant vehicles, being our first event and new concept for the drivers
of G&B, For this particular event Rollcage will be mandatory for soft top vehicles only. Having said that Rollcage                          will be preferable for hard top. Please Note our future event will require roll cage for all rally participating.
14.       Helmets for Driver and Co –Driver are mandatory
15.       Properly stocked First Aid Kit

Vehicle Identification
All participating vehicles must display the numbers provided to each vehicle     along with sponsor’s decals, to be provided by the Race Organizers, on both left and right front doors. Participants must ensure that numbers on their vehicles stay clearly visible at all times during the rally. No vehicle will be permitted to take part in the competition without properly displaying competition numbers and sponsor’s decals.

Service   Vehicles:

All service vehicles taking part in the rally to support participating vehicles must be registered with the organizers and will only be allowed if they pass the technical/safety inspection. All service vehicles must carry a well-stocked first aid kit and supply of emergency food and water in addition to the tools and spares carried. A maximum of four persons are allowed in the service vehicles provided there is proper seating capacity in the vehicle. No Service vehicle will be allowed onto the rally route unless it displays the 2-digit number assigned to it prominently.

Driver, Co-drivers & Navigators

All  participating  drivers  &  co-drives  must  possess  a  valid  driver  license  and  must  submit  a  properly completed registration  form along with a recent passport size (1x1 inch) photograph  each. No passenger other than the co-driver will be allowed in the rally vehicle.
 
No change in the registered driver or co-driver is permitted during the entire course of the Rally. But co- drivers may act as drivers during the rally.
 
•     Persons with medical problems or disabilities must not participate in the rally as drivers or co-drivers.
 
•     All participating drivers and co-drivers must meet the following safety requirements throughout the rally.
 
i.             ROLLCAGE:  Rollcage is preferable for all participant vehicles, being our first event and new concept for the drivers
of G&B, For this particular event Rollcage will be mandatory for soft top vehicles only. Having said that Rollcage                          will be preferable for hard top. Please Note our future event will require roll cage for all rally participating.
ii.            HELMETS: full-face helmets for driver and co-driver.
ii.            SEAT BELTS: three-point minimum required, however, 4-point racing style highly recommended.
iii.           FOOT WEAR: shoes covering the entire foot must be worn.
iv.           EYE PROTECTION: face shields or goggles must be worn in open-topped or door less vehicles.
V.            RALLY SUITS : Rally suits will be preferable.

Event Operation
Time Cards:-

One Time Card per rally vehicle will be handed over to participant at the start of the rally. At the start and finish of every stage, officials will write starting and ending time on the Time Card. The Driver and Co-driver are responsible for the safe custody of the Time Card while in their possession and must ensure that their Time Card is stamped at all Check Points. After crossing the FINISH gate, the Time Cards must be handed over to officials at the Rally Camp Office.

Starting Order:-

The starting sequence on the Race Day will be decided on the basis of the qualifying round and with individual timing of each driver. The Driver who was the fastest in the qualifying round will go first regardless of his Category, and the rest will be flagged off in the order of their qualifying recorded time.

However after completion of the qualifying round, if the rally vehicle is not fit for rallying and the participant wishes to change the vehicle with the same Category or different Category vehicle, than his initial qualifying time will become null and void, and shall be launched as the last vehicle of the Category to which the changed vehicle will belong to. In case of Category bump up option is availed by the participant then the rally vehicle will be launched in last of his bumped up Category. This rule will only apply if the Driver exercises the above scenario and the following terms & conditions are met, which is the sole responsibility of the Rally driver & his co-driver.

a. The  change  of rally  vehicle  request  be made  by the rally  driver  or co-driver  in person  to the  Race Directors  not later than 8:00 PM of the evening before Race Day. After the stipulated time period it will be total discretion of the Race Directors for the exchange.
 
b.    The changed rally vehicle should fulfill all the technical prerequisites and safety requirements to race in
the rally.
 
c.     The  changed  rally  vehicle  need  to  pass  the  tech  and  safety  requirements  as  per  the  rules  and
Regulations e.g. Seatbelts, roll cage etc.
 
d.    The  changed  rally  vehicle  should  display  rally  identification  numbers,  which  will  be  re-issued  to  the
rally participant by the racing authorities.
 
e. All  the  participating  vehicles  will  be  released  on  to  the  course  individually  spaced  apart  by  a time interval to be announced  at the Drivers Briefing. The first vehicle will be flagged off according to the Event Schedule given above or as announced in the Drivers Briefing.
 

Passage Controls
 

i. All  passage  &  Time  Control  Checkpoints  as  designated  on  the  Time  Cards,  will  be  prominently identified on the rally route. At all checkpoints  the driver must safely stop the rally vehicle at the designated  spot  and  then  the  Marshall  will  come  to  the  vehicle  and  stamp  the  Time  Card.  The Marshall will not approach the vehicle until it is at complete halt.
ii.            At  Passage  Control  Checkpoints,  Time  Cards  will  be  stamped  and/or  signed  but  no  time  will  be
recorded.
iii.           The driver must ensure that his vehicle does not unduly hold up on coming arriving vehicles at any
checkpoint on the rally route.

General Conduct of the Event


1.    All Rally drivers are to wear Rally suits or Overalls (dungaree), which is prefarable clothing for the race. All other wearable are not allowed and if any driver is found in other clothing can and shall be penalized by the Racing Authorities.
 
2.    Technical Inspection will be strictly on time for all participating rally vehicles of all classes at the stipulated time  advised  by  the  organizers,  Drivers  will  be  penalized  if  failed  to  be  present  in  that  allotted  time window.
 
3.    All  participants  must  consciously  display  good  sportsmanship  and  a  genuine  concern  for  safety.  Failure  to
do so or failure to obey official instructions will lead to disqualification/removal from the rally.  
 
4.    Rally  vehicles  coming  up  from  behind  and  wishing  to  overtake  must  be  allowed  a  safe  opportunity  to
overtake at the earliest.
 
5.    It is mandatory for all Rally vehicles to have fire extinguisher and First-Aid kit.
 
6.    Helmets and seat belts are mandatory must be worn at all times while competing on the rally route.
 
7.    Mobile  as  well  as  stationery  officials/Marshalls  will  be  placed  all  along  the  rally  route  to  observe  rally
vehicles are complying to Rally Rules & Regulations.  

8.    Repairs  and service  of rally  vehicles  is freely  allowed  throughout  the rally  route,  however,  participants must ensure that the rally route is not obstructed in any manner and his or her vehicle is parked at a safer place for repairs. Common sense prevails.
 
9.    Any  delay  caused  by  mechanical  failure,  driver/co-driver  error,  mishap,  or  weather  etc  will  be  the  sole
responsibility of the rally participant and no allowance of any sort will be permitted.
 
10.  Any  accidents/mishaps  must  be  immediately  reported  to  the  nearest  rally  official,  check  point  or  passage
control.
 
11.  The organizers reserve the right to delete, add, or change any part of the route or event regulations at any
time should they deem fit.
 
12. Use Of mobiles / Communication Devices is strictly prohibited
 
13.  Any  mechanical/non-mechanical  help  or  assistance  can  be  provided  by  any  competing  participant  to
another competing participant at any time during the course of the rally.
 
14.  There  shall  be  official  mechanical  help  available  at  the  rally  route  where  the  organizers  feel  is  deemed
necessary to move rally vehicles which are stationery due to any incident.
 
15.  Timing booths will remain out of bound area for everybody except Race Directors and Marshals.
 
16. All results will be provisional for next 5 days after finish of the rally. A participant can file a written protest against his/her results within 5 days from the race day. All protests will be set forth in front of the Race Directors for final adjudication, which will be final and binding on all parties.
 
17.  No  advertising  or  promotional  material  will  be  permitted  that  is  of  a  political,  obscene,  insinuating  nature
or in poor taste.
 
18. Official race timer  closure  will be advised  by the organizer  before  the race day. Any participating  Rally Vehicle arriving after this time will be DNF.

19.  Results of Snow Cross Rally in all categories will be full and final by PakWheels Motorsports and it cannot be challenged in any court of law in any circumstances.

20. The organizer can amend change , delete or add any rule if deem.  

21. Race Director will be in charge of The ally any dispute or issue / concern regarding the rally shall be communicated to the race director a written form . The decision of the rally director will be full ad final and no appeal shall be entertained against the decision.

Rally Violations

Rally vehicle, which do not report at the Stage starting grid on their stipulated time of launch will be penalized with a 10 seconds penalty for each minute of delay. This time penalty will be added to Rally Participant’s total driving time of the rally.

Disqualification will occur in the following cases:

a.     Loss or tampering of Time Card.
 
b.    Failure to obey official instructions.
 
c.     Missing Passage Control or Time Control stamps on the Time Card.
 
d.    Knowingly/deliberately obstructing overtaking vehicles or dangerous  driving  practices.  Upon  confirmed
report by race marshals.
 
e.     Failure to observe the proper/designated procedure at Checkpoints.
 
f.     Failure to wear seat belts or helmets at any point in time during the rally.
 
g.    Unsafe operating condition of rally vehicle.
 
h.    Unfit Health.
 
i. If a Rally Vehicle breaks down or gets stuck due to any reason and gets help mechanically by getting towed from another non-participant  vehicle will be disqualified.  The Rally Vehicle crew can ask for any kind of help from the spectator’s as long as it does not involve any form of mechanical support or add-ons to the Rally Vehicle. In case of confirmed report on the above the Rally Vehicle can be penalized with time penalty or can be disqualified from the race.
 
j.      Any drivers found intentionally miss declaring any technical data in registration form, he and his co-driver
will be banned in the same Rally plus other two following Rallies.  

The penalty for all of the above may be reduced from total disqualification to a time penalty of up to 15 minutes, which is at the discretion of the Race Officials.
