The Department of Behavioral Health is recruiting for a Chief Quality Management Officer* who is responsible for overseeing quality management, performance improvement and managed care operations.  Quality Management includes inpatient/outpatient utilization review, Medi-Cal certification, Mental Health Plan system review, Medi-Cal Specialty Mental Health Services quality review and the Access Unit, which manages the Department's Fee-for-Service network and 24/7 member services hotline.  This position is involved with local and state discussions, implementation and operations of Medi-Cal benefits and managed care operations, including partnerships with Managed Care Plans.

CONDITIONS OF EMPLOYMENT

Background Check: Applicants must successfully pass a background investigation, including finger printing, prior to appointment.

Travel: Travel throughout the State and County is required, and employees will be required to make provisions for such transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.

Minimum Requirements

Professional License in the State of California:  Must have one of the following:

  • Licensed Psychologist
  • Licensed Marriage and Family Therapist
  • Licensed Clinical Social Worker
  • Licensed Professional Clinical Counselor

-AND-

Experience: Three (3) years of administrative or clinical experience in a major behavioral health program. Qualifying experience must include a minimum of two (2) years of experience as a full-scope supervisor responsible for directing, monitoring, and developing and/or evaluating a behavioral health or substance abuse program. Full-scope supervision includes responsibility for hiring, disciplinary actions, and work performance evaluations.

Desired Qualifications

The Department seeks candidates with excellent interpersonal and relationship building skills, who are able to work collaboratively with the community, stakeholders, partnering agencies, and contract providers.  Experience in managing quality improvement initiatives; preparation, analysis and generation of professional administrative reports; work and consult with State level officials, oversight agencies and representatives; preparation and execution of system reviews; and project management.
